The Foundation's grant making policies reflect the guidelines set forth by the Board of Directors, the legal requirements governing private philanthropy, and the inherent limitations on the Foundation's ability to respond favorably to many of the grant requests it receives each year.

AREAS OF INTEREST

Areas of interest of the West Central Iowa Healthcare Foundation for grant making purposes are broad and include the following:

  • The support of programs and services and corporations which carry out the health care mission of the Manning Regional Healthcare Center, The Manning Plaza, and the Manning Family Recovery Center;
  • To assist, encourage and promote the care, treatment, and rehabilitation of sick, afflicted, or injured persons;
  • To support the general health, wellness and education of communities in the Foundation’s general service area;
  • To support physician recruitment and retention programs;
  • To provide scholarship and loan repayment programs for individuals in healthcare-related fields;
  • To support new healthcare-related program and project development; and
  • To provide funding support for identified area healthcare providers and organizations.

 The Foundation is interested in receiving applications for specific, defined projects or programs, but generally does not favor funding requests in support of debt retirement, operational deficits, other private foundations, general fund drives or annual appeals, or any activity which could influence elections or legislation.


ELIGIBILITY

The West Central Iowa Healthcare Foundation Board of Directors gives preference to funding requests received from qualified applicants located in the region comprised of the communities of Manning, Manilla, Irwin, Templeton, Halbur, Gray, Dedham, and Coon Rapids.  Within these general boundaries, all organizations having 501(c)(3) tax-exempt status conferred by the Internal Revenue Service and entities of government are eligible to apply for funding consideration. All other individual and group eligibility will be determined by the Grants Review Committee and the Board of Directors.  Preference will be given to individuals and applicant organizations from the general service area applying for General Purpose Grants, Small Grants, Loan Repayment Grants and Scholarships


APPLICATION PROCESS

All applicants are required to submit the standard West Central Iowa Healthcare Foundation application form and required attachments.  The form and instructions may be requested from the Foundation office at PO Box 204, Manning, IA 51455, by phone 712-655-3624 or may be downloaded from this page. The Foundation staff is available Monday through Friday, 8:00 a.m. to 4:30 p.m., to answer questions about the application process.The Foundation Board of Directors established the application process in an effort to be more responsive to the needs of the non-profit community and to provide the Foundation with greater flexibility to create new programs while continuing to support its traditional grant making focus.

 There are no limitations established regarding the number of applications an individual or organization may submit.  If, however, an application for a project is declined, another application for that same project cannot be submitted until the following fiscal year.  The Foundation’s fiscal year begins on September 1st and ends on August 31st.  For this reason, it is to the applicant’s advantage to postpone submitting an application until the strongest possible case can be made for the project or program. 

 The Foundation reserves the right to delay processing any application as well as to review previously submitted, but declined applications if the Foundation chooses to do so.

GRANT PROGRAMS

GENERAL PURPOSE GRANTS

In the General Purpose Grants program, there are no limitations on the size or duration of the grants that may be requested.  As explained in greater detail in the Grant Application Guidelines, all General Purpose Grant proposals should contain a comprehensive narrative that describes and substantiates the project or program for which the funds are being requested.

If planning to submit a proposal to the Foundation, an applicant should first read the “Grant Application Guidelines” thoroughly.  Before the Grants Review Committee and subsequently the Board of Directors can consider a proposal, the applicant must submit all of the items required.  All materials submitted with an application become the property of the Foundation and cannot be returned to the applicant.

The West Central Iowa Healthcare Foundation reviews grant applications on an on-going basis in the order in which they are received.  There are no established deadlines or grants review cycles.

INTERVIEWS

The Grants Review Committee may request an applicant or organization to attend an interview to discuss an application. Applicants may also contact the Foundation office at any time to discuss questions they may have before submitting their request. If the Grants Review Committee requires more information on an application before making a funding decision, the Foundation Director will contact the applicant to develop the additional information or arrange a meeting if needed.

MATCHING FUNDS

The Grant Application Cover Sheet asks for information regarding “Funds Available” or matching funds.  Although there is no pre-set amount required for matching funds, it is the intent of the Board of Directors to encourage grantees to seek funding from other sources.  This is particularly true in applications for new projects or program development.  Contributions received from other donors are an indication of support for the project and are persuasive to the Grants Review Committee as they review applications.  The Foundation may or may not award funds in successive years for a project or program, so it is important that the applicant demonstrate that support exists to continue the program after the proposed grant period.

 GRANT TERMS
Every approved grant comes with certain conditions.  When grants are approved for capital construction, Foundation funds are paid only after the construction has been completed and the facility is actually available for the grantee’s use.  If a grant is awarded to enable the grantee to purchase equipment, payment is typically conditioned upon receipt of documentation that the equipment has been ordered.  In all cases, the grant conditions are detailed in a Letter of Understanding, which the grantee must sign in order to activate the grant.  All grants are structured to ensure that the project will be completed and that the funds granted would best serve the grantee and that ensure the grantee’s project or program goals and objectives are realized.

 REPORTING REQUIREMENTS

The Letter of Understanding of an approved grant will specify the finds of progress reports that the grantee is expected to submit to the Foundation Director and when these reports are due.  All grantees are also required to submit annual reports to the Foundation on the anniversary of their grant until all West Central Iowa Healthcare Foundation grant funds have been expended.  This annual report is a standard form for Foundation internal audit purposes and is in addition to any progress reports that might be required.

REMARKS
Competition for West Central Iowa Healthcare Foundation grant funds is keen and the Foundation must be selective in awarding grants since there are more requests received than can possibly be funded.  Applicants should understand that a decision by the Grants Review Committee and subsequently by the Board of Directors to decline funding does not necessarily mean that they disapprove of the proposed project, program, or educational request or that they do not recognize its potential, merit, or need.  It is the policy of the West Central Iowa Healthcare Foundation that it does not provide applicants, successful or otherwise, the reasons for their decision.

Finally, a listing of all grants approved each fiscal year is available upon written request.  However, because the grant making priorities and policies of the Foundation continue to change and evolve, previously awarded grants should not be viewed as established precedent for future decisions.
